The scheme to dual the entire length of the A465 from Abergavenny to Hirwaun was successfully taken through Public Inquiry in 1998 and will be constructed in six sections. The first of these, Tredegar to Dowlais Top, was opened in November 2004 . This section of the scheme will run from Hardwick Roundabout near Abergavenny to just West of the existing Gilwern Canal Bridge .and is expected to be completed in summer 2007.


The existing 3-lane road will be widened to a 2-lane dual carriageway built to latest design standards by wideneding both the sides of the existing road. Hardwick Roundabout and the two level junction at Llanfoist will be retained but with the southern slip roads improved at Llanfoist.. A two level junction is planned at Glanbaiden. This scheme will include upgrade of the ground level junction area, but when the next section of the scheme between Gilwern and Brynmawr is built the main dual carriageway will be taken over the top of the junction. All other accesses and junctions with the A465 will be closed up to improve free flow and road safety
